Prereq
- Installation of Oracle Enterprise Linux or other.
- Installation of Oracle Database Server 10g/11g/12c.
- Installation of Oracle Enterprise Manager 11g/12c.

Solution
1. When a target isn’t available, create a blackout in Oracle Cloud Control 12c for the target. Log in on the console of the host.

oracle> ./emctl stop agent oracle> ./emctl start agent oracle> ./emctl clearstate agent oracle> ./emctl upload |
2. Check the status of the target and get it out of the blackout.
